The National Water Council (Consejo Nacional del Agua -CONAGUA) is responsible for developing a new institutional framework for the water sector in Panama. CONAGUA is responsible for the targets stipulated in the National Water Security Plan 2015-2050 (Plan Nacional de Seguridad Hídrica 2015- 2050 -PNSH), as well as their implementation. To meet its responsibility CONAGUA needs a water sector with a clear and efficient institutional structure. K&M was engaged by the Inter-American Development Bank to assess the current institutional arrangement of the sector and to propose a practical and effective institutional scheme.
