K&M Helps GPA Select Preferred Bidder for 180 MW Power Plant

K&M’s technical services team assisted the Guam Power Authority (GPA) evaluate IPP proposals for procuring a 180 MW power plant. KEPCO, a South Korean power company, was selected as the preferred bidder after K&M’s technical and commercial evaluation of their proposal.

As a subcontractor to Stanley Consultants, K&M is providing procurement process and technical engineering expertise for the GPA’s IPP New Generation project. K&M’s transaction services team provided its contractual and commercial services to Stanley. The team developed performance criteria and guarantees, interfaced with regulators and stakeholders, assembled the final IPP procurement documents, and prepared the package for issuing.

The new power plant will replace two plants that became inoperable after a fire in August of 2015. Compared to its predecessors, the new plant is expected to be more immune to natural disasters, reliable, and cost efficient. Once operational, the plant is expected to reduce GPA’s customers’ power bills by 8%.
